In the Boise Weekly article regarding IDOC, they address 'musical cells' and the department ensuring certain inmates did not speak with the investigator thereby covering up any violations of law or policy and wrong doing. How is that any different then IDJC planning to avoid, cover up, or manipulate certain individuals, such as auditors, legislatures, law enforcement agencies, or other agencies investigators, by coaching juveniles, locking them down, staff selection, or leadership preparation??
Exercising caution should be mandatory... at all times... not just when there is a government tour, investigation, or audit. The department has and is taking many steps to avoid having to report room time as segregation/isolation and has put other juveniles and staff at risk... not to mention the growing cost for repairs by allowing destruction of property in order to avoid having to report restraints.
Law and policy dictate... it is not subjective to 'who may be watching'.

The newest youtube video is short, sweet, and to the point. It's a segment of a conversation I had with Division of Human Resources Office of the Governor way back in 2011. In light of the newest tort claim involving 7 more victims... kinda seems like maybe someone up the line should have listened.
